Fixed

Stop a fresh panel mount persisting closed state for one flush: the open-state persist effect no longer writes the initial open=false over the intent that showInstance or a toggle had just stored. A reload or navigation in that window used to restore the panel closed, and a toggle in that window was lost (#1000, #1001) (fc61431)
